Job Description
We are currently looking for an experienced and dedicated Technical Manager to join our growing team in Saudi Arabia. This is a great opportunity for professionals with strong experience in infrastructure projects, civil construction, EPC projects, roads, highways, bridges, and utilities who are looking to build a long-term career in the Gulf construction industry.
As a Technical Manager, you will be responsible for handling project estimation, tender preparation, technical coordination, and commercial bid management for major infrastructure and civil engineering projects. The ideal candidate should be confident in reviewing drawings, preparing BOQs, managing project costs, and supporting successful project execution from the tender stage through completion.
Candidates with previous ARAMCO project experience and a transferable IQAMA are strongly preferred.

Main Responsibilities
- Prepare detailed and accurate cost estimates for infrastructure and civil engineering projects
- Review project drawings, BOQs, technical specifications, and tender documents
- Analyse material costs, manpower, equipment, and subcontractor pricing
- Coordinate with design, procurement, planning, and project execution teams
- Prepare technical and commercial proposals for tender submissions
- Identify project scope, possible risks, and cost-saving opportunities
- Obtain and evaluate quotations from suppliers and subcontractors
- Support value engineering and project cost optimization
- Maintain updated estimation records, cost history, and benchmarking data
- Ensure all submissions meet client requirements and company standards
- Participate in project discussions, technical clarifications, and bid evaluations
Requirements
- Bachelor’s Degree in Civil Engineering or a related field
- Strong experience in infrastructure and civil construction projects
- Good knowledge of roads, highways, bridges, drainage, and utility works
- Experience in BOQ preparation, estimation, and tendering processes
- Previous ARAMCO project experience is mandatory
- Transferable IQAMA required
- Familiarity with EPC projects and construction industry standards
- Strong communication, coordination, and analytical skills
- Ability to work under pressure and manage multiple project deadlines
