Job Description
We are currently searching for a qualified and experienced HSE Manager to join a long-term project with SABIC in Jubail, Saudi Arabia. This is a great opportunity for a safety professional who has strong experience managing health, safety, and environmental programs in industrial environments such as petrochemical plants, oil and gas facilities, or large construction projects.
The role requires a SABIC-approved HSE Manager who can confidently lead safety operations on-site and ensure that all work activities follow strict health, safety, and environmental standards. The successful candidate will play an important role in maintaining a safe workplace, guiding teams on safe practices, and ensuring that all safety regulations are properly followed throughout the project.
We are looking for someone who is proactive, organized, and capable of managing safety programs while working closely with engineers, supervisors, and project management teams.
About the Role
As the HSE Manager, you will be responsible for overseeing all health, safety, and environmental activities on the project site. Your main goal will be to ensure that every task is carried out safely and that all workers follow the proper safety procedures.
You will work closely with project managers, engineers, contractors, and site supervisors to make sure that safety standards are maintained at all times. This includes conducting regular safety inspections, identifying potential hazards, and guiding teams on how to reduce risks in the workplace.
A large part of the role also involves building a strong safety culture across the workforce, where every worker understands the importance of following safety rules and protecting themselves and their colleagues.
Key Responsibilities
Safety Management
- Lead and manage the health, safety, and environmental programs across the project
- Ensure full compliance with SABIC safety standards and project safety policies
- Develop and implement effective safety procedures and workplace safety guidelines
Site Safety Monitoring
- Conduct regular site safety inspections and hazard assessments
- Monitor high-risk work activities such as hot work, confined space entry, lifting operations, and working at height
- Ensure workers are properly using the required personal protective equipment (PPE)
Risk Prevention
- Identify potential hazards before they become safety issues
- Carry out risk assessments and job safety analysis for critical work activities
- Work with project teams to implement practical safety solutions
Safety Training and Awareness
- Organize toolbox talks, safety briefings, and training sessions for workers
- Encourage safe work practices and build strong safety awareness among employees
- Support supervisors in maintaining a positive safety culture on-site
Incident Reporting and Investigation
- Investigate accidents, incidents, and near-miss situations
- Prepare detailed incident reports and safety documentation
- Recommend corrective actions to prevent similar incidents in the future
Documentation and Compliance
- Maintain records of safety inspections, incident reports, and HSE performance data
- Ensure that all activities meet SABIC safety requirements and industry regulations
- Provide regular safety updates to project management
Requirements
- SABIC Approved HSE Manager (mandatory)
- Strong experience in health, safety, and environmental management
- Previous experience in industrial, petrochemical, oil and gas, or large construction projects
- Good understanding of risk assessment, hazard identification, and safety procedures
- Ability to lead safety teams and guide workers on proper safety practices
- Strong communication and leadership skills
Preferred Experience
Candidates with experience in the following areas will be highly valued:

- Petrochemical plants or refinery operations
- Industrial shutdown or maintenance projects
- Construction safety supervision and safety audits
